A made-up phone number will not get you past SMS verification, because the code is sent to that number and you cannot read it. What people usually mean by a "fake number for verification" is a second number that is not their personal one, and that does exist: free public numbers, temporary virtual numbers and rentals. Here is what works and what does not.
When a site asks you to verify your phone, it sends a one-time code to the number you type in. If you invent the number, the code goes to whoever owns it, or nowhere. Fictional ranges like 555-0100 to 555-0199 are not connected to any phone at all. Our random phone number generator is useful for filling test forms, but it cannot receive codes.
Our free phone numbers are real numbers whose messages are shown on a public page. They work for sites with light checks. Popular apps have usually blocked them, and anyone can read the code.
A temporary phone number is a real mobile number assigned to you for a few minutes. Only you see the code, and it works on apps that block public numbers. You pay only if the code arrives.
If the app will ask for a code again (new device, password reset), rent a number for days or weeks so you keep receiving its texts.
Many apps look up the number type before sending the code. Numbers from Google Voice and free texting apps show up as VoIP and are often refused. Non-VoIP numbers come from a mobile carrier and pass as a regular phone. Read more in VoIP vs non-VoIP numbers explained.
Using a second number to protect your privacy is legal in most countries, and it is common practice to avoid spam and data leaks. What is not allowed is using any number to commit fraud, impersonate someone, or break a service's terms, for example by creating fake accounts in bulk.
